Place the first five ingredients in a pot and set over medium heat. Cook, stirring occasionally, until the turkey is completely cooked through, about 5 to 6 minutes. Remove from the heat, drain any excess fat, and then mix in the barbecue sauce, orange juice, cheese, salt, and pepper. Preheat your barbecue to medium-high. Trim the tops off the bell peppers; reserve the tops. Remove the seeds and membranes from inside the peppers; stuff with the turkey mixture. Place the tops of the peppers back in place. Set the peppers in a tin-foil pan with a skim of cold water in the bottom. Turn one side of your barbecue to low; leave the other side set to medium-high. Place the peppers on the side set at low. Cover and cook for 15 to 20 minutes, or until the peppers are just tender and the turkey mixture is well heated through.
