Place oil in a large, heavy-bottomed pot set over medium heat. Add the onion, bell pepper, jalapeño and garlic and cook 3 to 4 minutes. Mix in the chili powder, cumin and oregano and cook 2 minutes more. Now add remaining ingredients, except toppings. Partially cover and simmer the chili until thick and bubbly, about 35 to 40 minutes. Taste chili and adjust seasoning, as needed. Ladle chili into bowls and top as desired.
