Make slaw dressing by combining the first six ingredients in a large bowl.
Cut the jicama, widthwise, into 1/4" thick slices. Now cut slices, widthwise, into 1/4" julienne strips and place them in the bowl with the dressing. Add the remaining ingredients and toss to combine.
Cover the slaw and refrigerate until ready to serve. Slaw can be made an hour or two before needed. Toss the slaw again just before serving.
