Place all ingredients, except ribs and green onion, in a food processor and pulse until a smooth mixture is created. Spoon this marinade in a 9" x 13" dish. Cut the ribs, widthwise, into 3" to 4" pieces. Add the ribs to the marinade and turn to coat. Cover, refrigerate and marinate ribs overnight.
Preheat the oven to 325 degrees F. Line a large baking sheet with parchment paper. Set on the ribs, meaty side up. Spoon and spread the ribs with the marinade in the dish. Cover with foil and bake 1 hour 45 minutes. Uncover and bake 30 minutes more, or until richly coloured and tender. Sprinkle with green onion and serve.
