Dissolve chocolate and honey into the milk over low heat. Remove from the heat and cool to room temperature; then chill in the refrigerator.
Fill a cocktail shaker half with ice. And the chilled mixture and the lemon peel, rum, cognac and cinnamon. Shake well, then pour into 2 chilled martini or other decorative glasses.
Garnish and serve.
Note: For a less alcoholic drink, simply reduce the amount used.
