Preheat the oven to 300 degrees F. Place the garlic and olive oil in a small baking dish. Cover and roast 30 minutes, or until garlic Is very tender. Cool to room temperature. Remove garlic from the oil and finely chop. Place the oil the garlic was cooked in, in a medium- sized pot and set over medium heat. Add the onion, bell pepper and carrot and cook 3-4 minutes. Add the tomato sauce, diced tomatoes, water or stock, meatless meatballs, chopped roasted garlic, oregano and sugar and bring to a simmer. Simmer for 20 minutes. Season with salt and pepper and serve the meatballs, if desired, over whole wheat pasta.
