Place the bacon in a medium pot set over medium to medium-high heat. Fry bacon until crispy, and then add the onion and bell pepper cook 2 minutes more. Add the rice, garlic, bay leaf, tomato paste, cumin and paprika. Mix well and cook 2 more minutes. Add the stock, beans, salt and pepper and bring to a boil. Once it boils, cover and turn the heat to its lowest setting. Cook 15 minutes, or until the rice is tender. Let rice stand 5 minutes, and then fluff with a fork. Mix in the green onions and serve.
