Place basil and 1/2 cup of the oil in a skillet; gentle simmer 3 minutes. Strain through a fine-sieve; cool; and then pour into a sterilized airtight jar. Preheat the oven 250 degrees F. Cut the tomatoes in half; squeeze out the seeds. Place cut-side-up on a parchment-lined baking sheet. Combine 2 Tbsp. of the oil and garlic in a bowl; drizzle on the tomatoes. Roast 90 minutes. Heat the remaining oil in a pot over medium heat. Add the onion and cook 4 minutes. Mix in the flour; slowly add the stock. Add the tomatoes and simmer 20 minutes. Puree in a food processor and return to the pot and a simmer; season with salt and pepper. Drizzle servings with a little basil oil.
