Preheat the oven to 375 degrees F. Line a baking sheet with parchment paper. Place all the ingredients, except the green onions, in a bowl and toss well to coat the potatoes. Spread the potatoes in a single layer on the baking sheet. Roast for 40 to 45 minutes, turning occasionally, until they are golden brown and tender. Spoon into a serving dish, sprinkle with green onions, and serve.
