Combine flour and baking powder in a bowl. Combine rest of pancakes ingredients, except oil, in another. Add dry mixture to wet and mix until just combined. Heat oil on non-stick griddle or frying pan set to, or over, medium to medium-high heat. Pour on 2-inch round portions of the batter. Flip pancakes once they begin to bubble on top. Cook 1-2 minutes on the other side. Cool pancakes to room temperature and then top with a small spoon of sour cream and a slice of smoked salmon. Garnish with slice of fresh chive.
Note: To make these bites a little extra special, top smoked salmon with a spoon of salmon caviar. If chives are unavailable, use green onions.
