Preheat oven to 400 degrees F. Loosely roll sole fillets into cylinders, and then place in a baking dish. Combine next 5 ingredients in a bowl and spoon over the fish. Bake fish 5 minutes, and then sprinkle the shrimp over top. Bake 10 minutes more. Divide sole among 4 plates and pour pan juices over top. Serve with seasonal vegetables and new potatoes or rice.
