Place the carrots, parsnips and celery in a pot and cover with cold water. Gently boil the vegetables until firm/tender. Drain the vegetables well, and then set the pot back on the stovetop over medium heat. Add the remaining ingredients, except parsley, and cook until the stock is almost completely evaporated and the vegetables are tender. Spoon into a serving dish, sprinkle with parsley and serve.
