Combine the first 4 ingredients in a medium to large bowl.
Boil the tortellini until tender (check package for suggested cooking time). Drain well, cool in ice-cold water, drain well again, and place in the bowl.
Add the remaining ingredients and toss to combine. Cover and refrigerate until needed. Can be made a few hours before serving, toss again before doing so and adjust seasoning if needed.
