Preheat oven to 350 degrees F. Season the steaks with salt and pepper, and then coat in flour, shaking off the excess. Heat the oil in a large skillet over medium-high heat. Add the steaks, brown on both sides, and then place, slightly overlapping, in a casserole. Add the onions and garlic to the skillet and cook 3-4 minutes. Mix in the remaining ingredients, bring to a boil, and then pour over steaks. Cover and bake until steaks are quite tender, about 75-90 minutes.
