Method

Place the oil in a large soup pot set over medium-high heat. Add the onion, carrot, celery and garlic and cook 3 to 4 minutes. Add the remaining ingredients, except parsley, and bring to a simmer. Simmer 20 to 25 minutes, or until the cabbage and potatoes are tender. Swirl in the parsley, adjust seasoning, and serve.
