Heat the oil in a wok or very large skillet over medium-high. Add the beef and stir-fry until nicely browned, about 1 to 2 minutes. Sprinkle the beef with the sugar; add the soy sauce and sake or beef broth and mix well. Push the beef to one side of the wok or skillet. Add the onion, celery, cabbage and mushrooms and cook for 2 to 3 minutes, or until crisp-tender. Add the green onions and bean sprouts and toss the mixture to combine the meat and the vegetables and cook 1 minute more. Serve immediately over steamed rice.
