Combine the sour cream ingredients in a bowl. Cover and store in the fridge until the soup is ready. Place the beets in a pot and cover with cold water; gently boil until tender. Cool the beets in cold water and peel. Cut the beet into small cubes and place in a soup pot. Add all remaining ingredients, except the beans, and simmer 20 minutes. Add the beans and simmer 5 minutes more. Adjust seasoning and serve bowls of the soup with a dollop of the sour cream
