Preheat the oven to 350 degrees F. Heat the oil in a skillet over medium heat. Season the chicken with salt and pepper; coat in the flour, shaking off the excess. Brown the chicken on all sides and then set in a casserole. Add the onion, bell pepper, carrot and garlic to the skillet and cook 3-4 minutes. Mix in the remaining ingredients and bring to a simmer; spoon over the chicken. Cover and bake 60 minutes, or until the chicken is cooked through.
