Method

Heat the oil in a large pot over medium-high heat. Add the onion, carrot, bell pepper and garlic and cook 3 to 4 minutes. Mix in the remaining ingredients. Partially cover and simmer the stew for 20 to 25 minutes, or until the vegetables are tender.
