Method

Heat oil in a soup pot set over medium heat. Add chicken, leeks, and garlic and cook until the chicken is cooked through and the leeks are tender, about 5 minutes. Mix in flour. Slowly whisk in chicken stock. Add tarragon and simmer soup 15-20 minutes.

Add milk, and bring just to a simmer.

Do not boil. Season to taste and serve.
