Preheat the oven to 350 degrees F. Line a large baking sheet with parchment. Spread one side of a tortilla with 1/3 of the refried beans. Spread with 1/3 cup of the salsa; sprinkle with 1/2 cup cheese. Roll the tortilla into a cylinder. Repeat with remaining tortillas and fillings. Cut the rolled tortillas into 1-inch thick pieces and set, cut side up, on the baking sheet. Bake 8 to 10 minutes, or until just heated through. Cool slightly before serving with salsa and sour cream for dipping.
