Method

Heat the oil in a pot over medium heat. Add the onion, garlic and bell pepper and cook, stirring, 3-4 minutes. Add the paprika, oregano, chili flakes, cumin, sugar and bay leaf and cook 1-2 minutes more. Add the remaining ingredients and bring to a gentle simmer. Cover and cook 25-30 minutes, stirring occasionally, until the potatoes are
tender. Adjust seasoning and serve.
