Cut a 6" square piece of cheesecloth. Set the broken cinnamon sticks, citrus peel, allspice and cloves in the centre of the cheesecloth. Pull up the sides of the cheesecloth and tie it into a pouch. Place the remaining ingredients, except cinnamon sticks for garnish, in a pot. Set in the cheesecloth pouch. Bring to just below a simmer and heat on the stove for 30 minutes, or until nicely flavoured. Garnish each serving of mulled apple juice with a cinnamon stick, if desired.
