Preheat the oven to 325 degrees F. Place the garlic and olive oil in a small baking dish. Cover and roast for 20 minutes, or until the garlic is tender. Transfer the garlic and oil to a bowl. Mash the garlic into small pieces with the back of a small spoon, and then cool to room temperature. Add the mayonnaise, lemon juice, paprika, cayenne and parsley and mix until well combined. Cover and refrigerate aioli until needed. Can be made a day before needed.
