Preheat the grill to medium-high. Brush the steaks with 1 Tbsp. of the olive oil; season with salt and pepper. Heat the remaining oil in a skillet over medium-high. Add the shallot, garlic and red pepper and cook 1 to 2 minutes. Add the wine and reduce by half. Add the whipping cream, cayenne, tarragon, shrimp, and crab meat, bring to a simmer and cook until very lightly thickened. While this occurs, grill the steaks to the desired doneness over medium-high heat. Place the steaks on plates, divide and spoon the seafood over top and serve. Sprinkle with chopped chives or parsley
