Method

Heat the oil in a pot over medium heat. Add the onion, bell pepper and garlic and cook 3 to 4 minutes. Add the rice and cook, stirring, 2 to 3 minutes more. Add all remaining ingredients; increase the heat and bring to a boil. Cover and reduce the heat to its lowest setting; cook until the rice is tender, about 15 minutes.
