Place the water and sugar in a small pot. Sprinkle in the gelatine and let stand 5 minutes. Place the pot over medium heat.
Heat the mixture, stirring occasionally, until the sugar and gelatine have dissolved into the water. Remove from the heat and stir in the sparkling wine. Let sparkling wine mixture sit 10 minutes.
After the sparkling wine mixture has sat 10 minutes, set 12 (2 oz) shooter or other small glasses on a tray. Set 2 raspberries in each glass. Divide and pour some sparkling wine mixture into each glass.
Tent the glasses with plastic wrap and refrigerate until set, about 4 hours, or overnight.
Serve each jelly shot with a small spoon for scooping the tasty jelly out.
