Combine the first six ingredients in a small bowl. Sprinkle and rub on the steaks. Preheat the grill to medium-high. Place the oil in a large skillet over medium heat. Lightly oil the grill, put the steaks on and cook to the desired doneness, allowing 2 to 3 minutes per side for rare to medium rare, and 3 to 4 minutes for medium. While the steaks cook, add the peppers and garlic to the skillet and cook until the peppers are just tender. Divide among four plates, top with the steaks and serve.
