Combine the first 8 ingredients in a large salad bowl. Boil the pasta until just tender, about 8 to 10 minutes. Drain well, cool in cold water, and then drain well again. Add the pasta and all remaining ingredients to the salad bowl. Toss to combine. Taste the salad and adjust seasoning as needed. Cover and refrigerate salad until ready to serve. Can be made a few hours before needed. Gently toss again just before serving.
Note: Poblano peppers are mildly spicy and have a richer flavour than green bell peppers. They are available in the Produce department.
