Heat the oil in a wok or large skillet set over medium-high. Add the onion, celery, carrot and garlic and cook 2 minutes. Add the rice and stir-fry 2-3 minutes. Mix in the fish sauce, chili sauce, lime juice and brown sugar and stir-fry 1 minute more. Mix in the peas and basil, cook 1 minute more, and serve.
