Soak the noodles in warm water for 30 minutes to soften. Combine the next six ingredients in a small bowl. Heat the oil in a wok or large skillet set over medium-high heat. Add the ginger, garlic, shallots, carrot and snow peas and stir-fry 1 minute. Add the noodles and the fish sauce mixture and cook 2 minutes more. Add the peanuts, bean sprouts and cilantro and toss to combine. Cook 30 seconds more, and serve.
